This large-scale project involves creating a 316MW-scale agricultural-type solar power renewable energy agglomeration zone on approximately 461ha of land in the Sani and Masan areas, with an estimated total investment of around 750 billion won. Initiated by local residents in 2023, this project is being led by Haenam County with a target completion date of 2028. This project uses the "Renewable Energy Agglomeration Zone System" and is a self-led local government project that aims to prevent haphazard development, manage sites systematically, and secure environmental sustainability and resident acceptance simultaneously. It is designed as a resident participation model, allowing nearby residents to directly invest or participate indirectly or through bond-type methods, among other options. Residents participating in the project will also benefit from weighted renewable energy supply certification (REC) to share the profits. This will expand resident benefits, including funds for local projects, enhancing the living social overhead capital (SOC), and increasing agricultural and agricultural income. By designating agglomeration zones, Haenam County plans to concentrate solar power generation facilities and establish a renewable energy expansion model based on resident participation. The county also aims to create a self-sustaining cycle by using the profits from power generation to supply electricity to RE100 industrial zones, attract businesses, and revitalize the local economy. During the explanation meeting, the progress of the project and methods for resident participation and profit sharing were presented in detail. A county official stated, "This meeting is a necessary procedure for project implementation and an essential opportunity to build trust with residents.
