Gwangyang City Future Education Foundation hosted the '2025 Youth Citizen School 2nd term,' which concluded its schedule from March to December and held a graduation ceremony on the 16th. The Youth Citizen School is an educational program designed to enhance young people's policy participation capabilities and help them understand local policies. This year's 2nd term targeted 20 young people in the region, and a total of 12 sessions spanning 24 hours were conducted. Out of these, 12 participants graduated. The educational curriculum included understanding Gwangyang City operations and campaign promises, participatory budgeting systems, local self-governance, the importance of youth politics, and policy exploration methods. In addition to Gwangyang City key department officials, external professional instructors also participated to enhance the expertise and practicality of the education. The achievements of the 2nd term were noteworthy as some of the policies proposed by the graduates were actually incorporated into the city's policies. The young participants presented a total of 11 policy ideas, and three of them were adopted into the 2026 participatory budget. This marked a significant progression from the theoretical learning in the 1st term of the Youth Citizen School to concrete achievements through policy proposals and participation. Furthermore, the graduates also participated in a benchmarking workshop centered on the Suncheon Workstation case study, further strengthening their policy idea generation and planning capabilities. A representative from the Gwangyang City Future Education Foundation stated, "Through the 2nd term of the Youth Citizen School, we were able to confirm young people's understanding and participation potential in local policies. In the future, we plan to continuously operate educational programs that enable young people to participate in the local policy-making process by collaborating with relevant city departments."
